The programme aims to strengthen research ties between Singapore and Southeast Asia through talent mobility and knowledge exchange. It is open in two directions: Inbound (ASEAN researchers coming to Singapore) and Outbound (Singapore researchers going to Southeast Asia).

Eligibility Criteria:
- Hold a PhD degree in a STEM discipline
- Be fluent in both written and spoken English
- Meet nationality requirements:
- Inbound S-SEAF: Must be a citizen of an ASEAN country (Singapore PRs not eligible)
- Outbound S-SEAF: Must be a Singapore Citizen or Singapore Permanent Resident
- Be employed by a Singapore research institution for the entire duration of the fellowship

- Work with the host to co-develop your research proposal
- Get endorsement from the proposed host institution
- Prepare all required documents
- Submit your application online before 1 August 2026
